Konstantin Dyulgerov

Konstantin Ivanovich Dyulgerov (, ; born 27 July 1971) - is a Russian entrepreneur of Ukrainian origin, a social activist, a philanthropist, a founder and a former director of the companies , , . Konstantin Dyulgerov finished Izmail secondary school No 7 in 1988. He studied one year at Izmail maritime school and entered Kirovograd Institute of Agricultural Machine Industry (now Kirovograd National Technical University) in 1989. After graduation Konstantin moved to Nizhnevartovsk, Russian Federation, Khanty-Mansi Autonomous Okrug, where he started his entrepreneurial activity. He is a director and a founder of the companies LLC KONST, Ltd SAMOTLOR, Ltd SPETSIAL ELECTRONIC. Konstantin Dyulgerov founded the biggest retail network in Khanty-Mansi Okrug, where he was also the biggest retailer of fast moving consumer goods. Beginning from 2010 he has been residing in Moscow.
Political persecution
Konstantin Dyulgerov has been expressing opposing political views and has been supporting independent media. During the pre-electoral period (the municipal elections took place on 1 May 2009) there happened an arson of the warehouse premises that belonged to , the founder of which was Konstantin Dyulgerov. It happened on 11 February 2009. In 2010 Konstantin Dyulgerov fell victim of the intensified pressure for his political views. A criminal case on fraudulence(Art.159 of the Criminal Code of Russia) was commenced against Mr.Dyulgerov. After the long-lasting investigation the case was closed due to lack of evidence. On 27 May 2011 a criminal case was brought in action again. On 18 September 2014 an additional criminal case against Konstantin Dyulgerov was commenced (according to the Art.309 of the Criminal Code of Russia "bribery or forcing to testify"). Konstantin Dyulgerov was put on the international wanted list and he is still wanted. The investigation of the criminal cases is also ongoing. In 2013 Dyulgerov was forced to migrate to the United States due to political persecution.
Charity
On 26 March 2015 the Monument to Heroes was renewed on the territory of the former military cemetery in Izmail castle. The reconstruction of the Monument began in March 2013 after the project documentation was agreed with the Security Department for the Objects of Cultural Heritage in Odessa region. Konstantin Dyulgerov, who was born in Izmail, sponsored the reconstruction.
