Kathleen Bounds

Kathleen Bounds was the Chairwoman of the Berkeley County School Board. Bounds graduated with honors from the University of Virginia. She is married to Dr. Charles W. Bounds and they have two children: Katie, a teacher, and Tim, a senior at the University of South Carolina.
Educational experience
Kathleen won the “Champion for Children” Award from the South Carolina School Boards Association in 2000. She has been recognized for her volunteering efforts by Berkeley Intermediate School, Berkeley High School, and the Berkeley County School District.
She has served as a member and officer in the Parent Teacher Organizations of Berkeley Elementary, Berkeley Intermediate, and Berkeley Middle School. She served on the Berkeley County School District Strategic Planning Committee, has been a booster of the Berkeley High School Athletic Department for nearly 15 years, and was a charter member of the Berkeley High School Academic Booster Club, subsequently serving as President. She is a charter member of the Berkeley County Education Foundation. She is an officer in the South Carolina School Boards Association.
Community involvement
Prior to her service on the School Board, she served on the Moncks Corner Planning and Zoning Board. She has served as a volunteer guardian ad litem for 16 years and has served on the Foster Care Review Board since 1999 (currently serving as its Chair). She is a past Board Member of the Charleston County Community Foundation Serving Coastal, South Carolina. From 1999-2001, Bounds served as Chairman of the Berkeley County First Steps Partnership Board. She is active at her home parish, Trinity Episcopal Church in Pinopolis, SC, and has served as the parish's Senior Warden.
Tax controversy
Bounds and the entire board were criticized by some members of the community for the tax increases on assessed property in 2005. Bounds has repeatedly stood by the Board's budgetary process as open and honest and asserts that the revenues have gone toward building schools in every part of the county and for teacher pay increases.
