Jyotirmay Chakravarty

Jyotirmay Chakravarty (born 1 March 1962, ), also spelled as Jyotirmoy Chakravarty, was a 1986 (39 RR) batch IPS officer. He served as the first Commissioner of Police in Guwahati. He voluntarily retired from the Indian Police Service in 2020, despite being promoted to the Director General level police officer in 2019 by the Ministry of Home Affairs.
Police career
Services
In 2019, Jyotirmay Chakravarty was promoted to a Director General level police officer by the Ministry of Home Affairs of Government of India. But, in 2020, Chakravarty voluntary retired while serving as the Special director general of the Sashastra Seema Bal, a border guarding force of India. Chakravarty also posted a message on his Facebook account about his voluntary retirement. Chakravarty was known as daring and un-compromising IPS officer in his service life.
Before taking voluntary retirement, Chakravarty served in major police departments in India including : as the first Commissioner of Police, Guwahati, Assam, Additional director general, the National Security Guard (NSG) (a counter-terrorism unit of India, as the Inspector general (IGP)), the Special Protection Group (SPG) (an agency of the Government of India with sole responsibility of protecting the Prime Minister of India, for 7 years as the Inspector general (IGP)), and as Deputy inspector general (DIG) at the Special Branch, a counter-terrorist and counterintelligence unit of Assam Police. He was also the chief investigator for the homicide case of the Superintendent of Police of Hamren Nityananda Goswami and his security guard in 2014.
In 2015, Chakravarty, then Commissioner of Police, issued 144 of the CrPC and stopped Vishva Hindu Parishad leader Pravin Togadia from attending a convention of the organisation that was supposed to be held in Guwahati. In 2015, Chakravarty suspended the Officer-in-charge (OC) of the Latashil police station of Guwahati following an assault of a lady journalist in the police station. During his tenure as the Commissioner of Police, MLA Dr. Rumi Nath was arrested in connection with a car theft racket.
Interviews and commentaries
In an interview with news agency Press Trust of India (PTI), Chakravarty, then serving as the Commissioner of Police, acknowledged that the image of the Assam police was not good. In the interview, he said that police should try to improve police-public relations. Chakravarty, who was never selected for a top post, despite being only on a level of a Director-general after serving 34 years in the Indian Police Service, openly criticized the government's bureaucracy policy, and said "In my view, civil services are becoming irrelevant and the top posts are always handpicked."
