Juvenile Liaison Officer

A Juvenile Liaison Officer (JLO) is a role within An Garda Síochána in Ireland. The role, acting under the Garda National Youth Diversion Bureau, supports the Garda Youth Diversion Programme as defined in part 4 of the Children Act 2001. While the Garda Youth Diversion Programme has been in operation since the 1960s, additional restorative justice elements came into effect under the 2001 Act.
Role
A Garda Juvenile Liaison Officer (JLO) is an assigned officer, in a Garda district, that assists an underage offender to avoid re-offending. In addition to formal assignment to specific cases, a JLO may also "maintain informal contacts with young people at risk as well as liaising with the gardaí, school attendance officers, HSE staff and teachers in the locality". This may include a caution for offences such as vandalism, underage drinking and not "keeping the peace". Under the Garda Youth Diversion Programme, the person receives a Garda caution, a JLO is assigned, a meeting is held with the child, parent or guardian, and an "action plan" may be drawn up for the person. As of 2024, there were 112 JLOs in Ireland.
