Joseph R. Rios III

Joseph R. Rios III is a police officer from New Jersey, United States, who beat up a mentally disabled Afro-American in Passaic, New Jersey on May 29, 2009 with his fist and a baton, which was recorded by a surveillance camera and broadcasted around the world. Mr. Ronnie Holloway, at the time 49 years old, was identified as being schizophrenic amongst other potential mental disabilities, was arrested for resisting arrest, disorderly conduct and wandering for the purpose of obtaining controlled dangerous substances. He had been asked to close his jacket under which he allegedly wore no shirt and after following the request was beaten up although he apparently did not resist. At the time of his arrest he was placed in a holding cell overnight without treatment for the injuries that the officer caused him. These injuries included a torn cornea and extensive bruising to the left side of his body as identified by Holloway's attorney, Nancy Luciann. Demonstrators in front of the city hall asked for the suspension of Rios.
