Jeremy Moulton

Jeremy Moulton is a Conservative councillor in the Ward of Freemantle, in the city of Southampton, Hampshire and is the prospective Parliamentary candidate for the Conservatives in the constituency of Southampton Test. Following the 2008 local elections he was appointed Cabinet Member for Resources and Workforce Planing.

Academic

Jeremy Moulton was educated privately in Southampton up to the age of 16 at King Edwards, studied A levels at Taunton’s College in Southampton and then studied as an undergraduate reading politics at Exeter University before studying for a higher qualification in International Banking & Financial Studies (MSc) at the University of Southampton.
He is a governor at Freemantle School.

Professional Life

Moulton is a Pensions Manager at the Basingstoke Headquarters of Winterthur Life. He commenced employment there in 1999.

Elections

Jeremy Moulton first stood in Freemantle ward on 6 May 1999 where he polled 694 votes and was defeated by the Labour candidate, Richard Harris, who polled 1309. Moulton stood again in Freemantle on the 4th May 2000 where he polled 834 votes to Labour’s Stephen Barnes-Andrews 1046.

On 2 May 2002 in common with the rest of the city, all three of Freemantle’s local government seats were contested as a result of boundary changes. Unusually the electorate delivered a split ticket; Jeremy Moulton came top of the poll and was elected polling 1087 votes with his Conservative colleague Brian Parnell, who polled 1060. The third seat went to sitting Labour councillor Simon Letts who polled 1062.

Moulton held his seat on 4 May 2006 when he polled 1310 votes. The Labour candidate Tom Flyn (who himself has parliamentary ambitions and is contesting the next general election as the Labour candidate for Southend) polled 976 votes.

Cabinet Member for Resources

Appointed by the leader of the Conservative group as Spokesman for resources (the old Finance portfolio within local government) in May 2006, Moulton became the Cabinet member when the Conservatives unexpectedly took control of Southampton City Council in May 2007.
Moulton was the Cabinet Member who signed the contract on behalf of Southampton City Council on 1 October 2007 providing a ‘Strategic Services partnership’ between the Council and Capita PLC. The agreement provided for the outsourcing of a number of back-office and customer service functions within the Council in a policy supported by the Lib-Dems and Conservatives but opposed by Labour and the Trade Unions locally.
Moulton also oversaw the disposal of a number of pieces of land owned by the Council.
