e-Learning is a materialistic electronic term of teaching. Traditional e-Learning systems used page-to-page teaching and knowledge management path to a learner. Dozen of learners served a lot of time for searching the relevant learning materials, and some of them quite the e-learning system in the half. The hybridism of Recommender Systems with e-Learning help to organize and handle this page-to-page knowledge management. Recommender Systems checks the learners requirements by its current activities or by there social activities and recommend the relevant learning materials to learner. The examples of such Recommender Systems are journals/conference management systems and web applications, etc. With the passage of time and the increasing requirements of learners, researchers also found some issues in e-Learning Recommender Systems, one of them is Cold-start issue. The cold-start issue occurs when the learner is new in the system or the profile preferences are not quite enough for the system to Recommend the relevant learning materials to the learner which loose the learners interest. Bundle of researchers tried to improve such issue, but the e-Learning Recommender Systems are still loosing the learners interest. Due to this problem, we proposed a Goal-based filtering approach for e-Learning recommender Systems. The purpose of this approach is to improve the cold-start issue of new and existing learners profiles and generate recommendations more accurate and relevant to the learners interests.
