History
Usage
If someone had done something malicious, irresponsible, ignorant previously and another person had to suffer, then the phrase may sometimes be associated with forgiveness, especially without prejudice of a further offense. Not to be confused with the legal doctrine "innocent until proven guilty" of criminal justice, which prohibits prejudice against the defendant of committing a given crime without sufficient evidence.
There is a 'fresh start policy' in bankruptcy law.
Purpose
The purpose of a fresh start can be a form of recovery.
