Exeter Metro

Not be confused with the Devon Metro, sometimes called the "Exeter and Torbay Metro"
The Exeter Metro is the name given to several ideas for a suburban rail service or metro serving the city of Exeter.
History
The first ideas for a metro began in 2012 when a project was submitted to Exeter City Council but was shelved for financial reasons. In the summer of 2014, however, a difrent project with the focus on using and upgrading existing infastracture was submitted, and this temorerrially merged with the Devon Metro, the plan being to slowly separate the more frequent and Exeter-specific branding over a period of time.
Other bodies have proposed similar ideas, such as a cross-city service.
Proposals
Exeter Underground
One of the most ambitious proposals has been to build underground lines across exeter. Due to the fact that none of these ideas make it very far past the planning stage due to cost and expected usage figures, no solid ideas exist.
Exeter Overground
Another popular idea is to either use the existing infatructure or build bridges to create an Exeter Overground network. These ideas have taken more solid form, and one grup have proposed a system that would run as far south as Exmouth. unlike the other ideas though, all that it would really be is frequency increase and a re-brand, and some have pointed out that this may not be enough to make the prosp[etc. attractive to potential investors.
Devon Metro

The Devon Metro idea was first proposed by the group Railwatch as a much more ambitious scheme, but the Council have promised to deliver amuch simpler one that uses only exising infastructure (like the Exter Overground on a larger scale).
The group who are actively promoting the Exeter Overground are hoping to use the Devon metro as a starting point for the Exeter-specific branding.
