Emmanuel Khamis Richard

Emmanuel Khamis Richard is a South Sudanese politician and the commissioner of Lainya County in Central Equatoria State. He was appointed through a presidential decree issued in 2021 as part of the Revitalised Transitional Government of National Unity (RTGoNU).
He was formerly a county commissioner for Kupera in the defunct Yei River State. Prior to that, he served as the chairperson for the anti-corruption commission in Central Equatoria State.During his time, he made sure that records of public officials in Central Equatoria were audited.
Controversies
Emmanuel Khamis Richard is also a controversial figure especially on issues around the practice of religion and the restoration of peace in Lainya County. He once said that most clergy live alone and in poor conditions after they retire, which makes it hard for young people to take over because they are afraid of an uncertain future. He is also known for telling security forces to kill foreign herders of cattle who resist arrest or don't leave his county, Lainya, within 72 hours, a move that was challenged by civil society actors.
He, at some point accused Uganda of hiding rebels who are fighting the South Sudanese government in the refugee camps.
Achievements
Emmanuel Khamis has worked hard against cattle invasion in Lainya County. Dinka from Bor, Jonglei State and Mundari from Terekeka had moved into his area vandalizing farmlands and even killing people. He spearheaded the construction of a modern county headquarters with financial support from the Central Equatoria State government.
His efforts to restore peace in the area by calling out hold out groups has encouraged the return of refugees from neighboring Uganda.Khamis also condemned killing of civilians in the area.
Aspirations
As Lainya County commissioner, Emmanuel Khamis Richard envisions having an airstrip in the area. He also wants to build a secondary school in the county. Development of good infrastructure such as roads is also among his aspirations.
