[http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=70E&cookie%5Ftest=1]is a consensus document that describes electrical safety requirements for employee workplaces that are necessary for the practical safeguarding of employees in their pursuit of gainful employment.

In a nut shell it is summed up - Turn it off. De-energize before working on equipment.

Working on equipment; What does that mean? Tools and parts. It does not mean trouble shooting because that would be impossible in most cases with power off. It means you have figured out what needs to be done and now you are going to do it.

De-energize; What does that mean? Make sure all power is off and locked out.
