</noinclude>On July 28, 1970, A. C. Bhaktivedanta Swami Prabhupada dictated a document outlining his instructions for managing the International Society for Krishna Consciousness. It was written in legal format and Signed by A. C. Bhaktivedanta Swami Prabhupada in front of witnesses at the ISKCON temple in Los Angeles,CA. It was hailed by Rupanuga Prabhu at the first meeting of the GBC in 1971 as "the Constitution of ISKCON". Srila Prabhupada referred to the document many times and in 1975 insisted that it be included in the documents for the non-profit papers sumitted to the State of California for ISKCON, LA.
The document is notable because it describes the main duties for the Governing Body Commission for the International Society for Krsna Consciousness as being "The purpose of the Governing Body Commission is to act as the instrument for the execution of the Will of His Divine Grace."
It also includes a system for the election of the GBC (Governing Body Commission) members by the temple presidents, gives the terms for serving as a GBC member, states that temple presidents can only be removed with the consent of temple members, and describes the main duties for the GBC members.
