Mortgage Bankers Association and Congressional Testimony
While acting as chairman of the MBA, Kittle testified several times in front of Congress and quickly became known for being an outspoken advocate for the mortgage industry.
One of the main issues he dealt with during his term as chairman was the cramdown bills being considered by Congress; H.R. 3609 and H.R. 1728.
These bills allowed a bankruptcy judge to reduce the principal amount own on a mortgage. The banking industry has been blamed for much of the subprime mortgage crisis.
Late in his term he also testified about potential fraud in the FHA and HUD sector in a speech titled: “Strengthening Oversight and Preventing Fraud in FHA and other HUD Programs”.
Before his term was up, Kittle represented the banking industry at the event "I Survived Real Estate 2009" put together by The Norris Group at The Nixon Library in Yorba Linda, California. Kittle discussed current legislative and stimulus-related issues currently affecting the market for mortgage bankers including bankruptcy cram downs, mortgage modifications, appraisal issues, and greed in the industry.
