Datavo Communications and FreeChoice Communications are fully owned subsidiaries of PCS1 (formerly Pacific Centrex Services). PCS1 is a privately-held facilities-based competitive local-exchange carrier (CLEC) operating under licenses issued by the California Public Utilities Commission. Datavo provides voice and data services to businesses in California . FreeChoice primarily offers voice services to the residential market. Company Background PCS1 was founded in 1996 by Chairman and CEO Devin Semler and is headquartered in North Hollywood, California. PCS1 initially entered the market as a Pacific Bell Reseller. In 2003 it commenced providing services based on the FCC’s requirement for the Incumbent Local Exchange Carriers (ILECS) to unbundle their networks and provide network element services to Competitive Local Exchange Carriers (CLECs) using “Total Element Long Run Incremental Cost” models - TELRIC pricing. In 2005, the FCC’s requirement for the ILECs to unbundle their networks using TELRIC(Total Element Long Run Incremental Cost - A calculation method that the FCC requires ILECs to use to charge CLECs for interconnection and colocation) was overturned by the Courts forcing CLECs such as PCS1 to develop network facilities in order to remain in business. PCS1’s network today spans 175 POPs in California, including Los Angeles, Orange County, Sacramento, and San Diego where it co-locates its network infrastructure in AT&T and Verizon’s Central Offices. Up to 2006, PCS1 services were limited to voice only using Metaswitch Call Agents and Gateways at its POPs in Los Angeles and San Francisco. As a vital alternative to the unbundled network element platforms (UNE-P) provided by incumbent carriers that were eliminated on March 11, 2006, PCS1 developed its own facilities network. PCS1 also uses “UNEP type” services from XO Communications to provide economical voice services from Central Offices not yet covered by its access network In 2006 through its subsidiary Datavo, PCS1 commenced offering data services, investing in a leading-edge network of integrated access broadband platforms manufactured by Calix and fiber access to its major pops. Also in 2006, Datavo commenced providing services and became a market leader providing thousands of businesses in California affordable SIP trunks over ADSL using integrated DSL/ATA modems and TR069 servers. In 2009 Datavo commenced trials of Ethernet over Copper (EoC) services using MIMO on DMT technology and today offers a full complement of Enterprise high speed broadband and voice services using this new access technology. For internet access Datavo peers/transits with Hurricane, Tellhouse, Level 3, Cogent and Verizon. Services Datavo Communications offers a range of services to business and residential customers. History Free Choice - Free Choice(TM) Communications was founded in 1997 by our parent, TGEC Communications Co., LLC as a licensed Competitive Local Exchange Carrier (or "CLEC") in the state of California. Born out of the deregulation of the telecommunications industry and the Telecommunications Act of 1996 . PCS1 - PCS1, formerly Pacific Centrex Services, is a privately held, full-service telecommunications provider and manager of Centrex-based telecommunications services. The Company provides small and medium-sized business customers in California with local and long distance services, including ISDN/DSL Internet access . Datavo - is a division of Free Choice Communication Co. and was established in 2006. Recent Acquisitions In June 3, 2005--PCS1 acquired First World Connect and Free Choice Communications, both divisions of TGEC Communications located in San Mateo, California. Approximately 12,500 residential phone lines were added to PCS1's customer base as a result of this acquisition. Management PCS1 is currently headed by CEO Devin Semler.
