In German and English usage Brainwashington is a portmanteau of brainwash and Washington as well as brainwashing and Washington and brainwashing and 'ton.' Brainwashington is both journalese and an information warfare term used loosely and in varying senses to describe political, military, judicial, and intelligence skullduggery. Brainwashington generally refers to the morass of propaganda from and about Washington, D.C. politics and the U.S. Federal Government and military. Its usage is often in the context of foreigners describing the actions of the United States government and its agencies.
Brainwashington is possibly a German word despite its English roots. The term Brainwashington appeared in the German-language article, Resistance to "Brainwashington," by By Jochen Bölsche in Der Spiegel magazine on March 15th, 2003. This seems to be the first verifiable use of the term in a respected international publication. The original article in German is located online at: http://www.spiegel.de/politik/ausland/0,1518,240150,00.html. "Brainwashington" was in use earlier in time per an article by Matthew Broeckers titled, Welcome to Brainwashington, D.C. Broeckers claims the term was coined by an unnamed friend soon after the attacks on the World Trade Center towers on September 11th, 2001.
In both German and English usage "Brainwashington" carries the sense that the government and its members are constructively deceptive and complicit in expert practices of media-driven propaganda and brainwashing for hidden political objectives to succeed unnoticed in the confusion. The basic idea is that a power elite can create multiple crises and mass hysteria to such an extent that official malfeasance goes unnoticed in the fray. Brainwashington also points to the tactics of the FEDGOV, as most modern warfare is ideological information warfare as practiced by the military-industrial complex.
Often in context the term also implies that the U.S. government is an imperialistic power used as the spearhead for internationalist globalist conquest of nations. The disingenuous government actions are routinely downplayed officially by the use of orwellian doublethink (war is peace, etc.) to spin altruism and goodness from the atrocity of agressive and violent militarism and imperialism.
Brainwashington, i.e. "a ton of brainwashing," refers to news and entertainment being used as tools for brainwashing the masses with advertisements and corporate objectives, irrespective of involvement of any particular government or political party.
