Northwest Migration

The concept of a Northwest Migration is to create an "all-white" country, or "Northwest Republic" in the states of Oregon, Idaho and Washington State, free of all "non-white persons, including blacks, hispanics, asians and Jews. Sometimes areas of northern California and Canadian British Columia are included as well.

The Northwest Constitution gives this principal:
"Article I. - The Northwest American Republic shall be a Homeland solely for the use and habitation of White people of all nationalities, cultures and creeds worldwide, in order that Western civilization may be preserved and White children may be raised to responsible adulthood in safety, prosperity and tranquility. We must secure the existence of our people and a future for White children. "

The idea, while long a staple of White Nationalism thought, has most recently, been primarily promoted by Harold Covington, who lives in Tacoma, Washington. Covington has been at times described as a "racist" and "Neo-Nazi".

Four Phases

The plan to create a Northwest Republic consists of "Four Phases" according the website, Northwest Homeland.

Phase One: Relocation of as much of the existing racially conscious White community in North America as possible to the Pacific Northwest, through planned and assisted migration.

Phase Two: Serious mass propaganda and educational work among the native, Northwest-born White population, and also among organic migrants who are racially motivated but not fully racially aware, using teams of racial migrants as the movement's initial activity units.

Phase Three: The creation of a legal political movement for Northwest independence, if this option is still open by the time we are in a position to do so. This will involve the bringing into being of a disciplined, fighting revolutionary Party.

Phase Four: The creation of an economic, social, and organizational infrastructure that will be capable of assuming political and economic command of the Pacific Northwest in the event of a Soviet-style collapse of the central government of the United States.

Northwest Republic Constitution

Covington has drafted a Northwest Republic Constitution which he has posted in a few Yahoo groups, and discusses in the blogs, Thoughtcrime,
and Northwest Homeland Blogstop.

One Party Political State - the Fighting Revolutionary Party

The Northwest Republic will be a dictatorial one party state, with only one pre-approved political party, the Fighting Revolutionary Party.

"Section Two - Government and Administration
Article I. - The Northwest American Republic shall be a unitary or single-party state, with to serve as the official party of government."

Most power, including final Judicial power, would be vested in an all-mighty "State President", who would essentially have the dual power of President and Supreme Court.

Article IX.
2) The State President shall serve as chief magistrate of the Republic and shall exercise full and final recourse over all actions and decisions of the judicial system and the National Honor Court, specifically including the power of full or partial pardon and/or commutation of any sentence of death, confinement, corporal punishment, loss of citizenship, amercement, or exile, with the following exception: the State President may not overrule any jury or other court verdict of not guilty, not proven, or other acquittal in any criminal case.'

No Jews Allowed

According to Article V. of the Northwest Republic Constitution, no Jews would be permitted to live in or visit the Northwest Republic.

Article V. The race commonly known as Jews are in culture and historic tradition an Asiatic people, and shall not be considered White or accorded White racial status under law. No Jew shall be allowed to enter or to reside in the Northwest American Republic under any circumstances.

Revocation of Citizenship

According to the Article VII. of the Northwest Republic Constitution, an individuals citizenship could be revoked or "reduced" by "the Bureau of Race and Resettlement or other competent governmental authority, by act of the National Convention, or by decree of the State President", for:

"1) Conviction of a felony.

2) Medically certified mental defect or insanity.

3) Proven non-White racial descent to include Jewish ancestry.

4) Willful miscegenation with persons of non-White race.

5) Factual proof of the commission of acts of homosexuality.

Bureau of State Security given absolute powers

In the Northwest Republic there would be a secret security force, called the Bureau of State Security, which would only answerable only to the State President and a committee of the one party legislature

Article VII. The Bureau of State Security shall be governed in its operations and conduct by a special protocol to be determined by the State President and a standing Security Committee of the National Convention. Said protocol may, at the discretion of the State President and the said committee, exempt officers and agents of the Bureau of State Security, acting in good faith and on foot of national necessity and the national interest, from compliance with any and all laws or constitutional safeguards, until such time shall come when the existence and the independence of the Northwest American Republic shall be deemed to be no longer at risk.
