BluGem Communications LTD is a self-funded and privately owned UK Company based in the South West of England that specializes in Test Call/ Event solutions through automated and manual testing for Revenue, Regulatory and Network Service Assurance.
History
Established in May 2005, BluGem offers a unique patented product to deliver real-time call results for GSM - 2G/3G/4G testing CDMA and Fixed-Line networks.
The company offers a range of system options like audit testing service, system purchase, system lease or a fully managed service.
Regulation Accreditation
In December 2014 BluGem achieved BABT Attestation accreditation to support Telecom OFCOM regulation for the latest Metering and Billing Direction, as issued in July 2014. The system can also be used to support testing evidence to support the Sarbanes-Oxley Act.
Customers
Globe Telecom in the Philippines was BluGem’s first customer back in 2005, the company now has over 15 customers, including Jersey Telecom, StarHub in Singapore, MTS India and Go Malta amongst others. BluGem also has multiple business partners around the World and work with some of the largest Telcos such as Vodafone, EE and 3UK.

BluGem offer a variety of test solutions and services and include the following items:
Test call Generation & Fraud Assurance
Using the BluGem’s patented test call solution, live test calls/events are automatically executed in real-time. Each call result is reported immediately and logged in the BluGem system database. BluGem calls are timed accurately utilising the networks layer 3 time-stamp, in accordance with industry standards. GPS/NTP timing alignment is also utilised to ensure call timing accuracy of the independent BluGem Call Data Records.
After successful completion of the test calls/events, BluGem import the corresponding Operator Call Data Records into the BluGem database. Their automated CDR matching and rating tool is used to reconcile all call events, to ensure that all Operator CDRs have been created at the switch/bill (end to end) and are metered accurately and rated correctly.
The company’s system includes support for 4G/LTE, USB Web data dongles, automatic system alerts, support for multi-tiered bundles, USSD Real-Time Prepaid Rating, End to End CDR reconciliation and full data byte count tracking and rating.
Fraud TCG Assurance
TCG supported Fraud tests include Sim Cloning, Short calls, SMS Spam, Arbitrage and Wangiri.
The TCG/Fraud system can be leased, purchased or provided by BluGem as a full managed service.
TCG SIM Server/Roaming Solutions
SIM Server offers the capability to switch Sim card tariffs remotely without the need to physically visit the remote locations of the deployed TCG test units, the Sim cards are virtually stored and controlled by a single central Sim Server. This system provides complete rating assurance by enabling the operator to test core tariff plans and provide rating reconciliation for roaming charges, with internationally deployed test units.
This product allows to utilise the required SIM at the right time and can switch SIM at any time, it is highly scalable with up to 13 Sim boards per Sim Array unit (416 Sims max) allowing to randomise Sims to detect potential leakage across all price plans
BluGem also offer a roaming test service using the Sim Server solution, where BluGem have TCG units based in multiple international country locations that enables customers to purchase weekly or monthly roaming test calls via a managed service.
CDR Re-Rater
BluGem's Re-Rater solution is a separate tool to the TCG system and provides rating verification across all tariff trees including a sophisticated bundle hierarchy feature. The system provides independent rating verification to identify billing errors without the need to execute TCG generated test calls. The Re-Rater solution enables operators to import any rated network CDRs into the BluGem database for re-rating, to verify the billing accuracy of price plans. It can manage large volumes of network bill runs for complete verification, including National/International calls. It comes with Quantifiable concise reports with management summary and end-user reports presented in a graphical PDF or Excel format.
Customer Experience Assurance
By using automated and manual test plans, quality assurance tests are performed to ensure a positive customer network experience, reducing customer churn and lost revenue. Validation of consumer core products and services via testing items such as bolt-ons, bundles, extras, top-ups and new customer distribution channels e.g. via On-line, Retail stores, ATMs etc. This service also validates new customer products before live implementation and assures revenue streams through all test cycles.
