“A bottom-up collaborative benchmarking based on a peer-to-peer experimental exchange among fairly comparable public agencies from at least two different EU Member States, designed as a symmetric learning process, that will (…) implement and calculate more sophisticated indicators in a chosen area of impact the ICT enabled services the selected agencies provide and in the process will build transformative capacities”.

The origin of the term

The concept of benchlearning is really new in our vocabulary, but it is being used often by public bodies and organisations. The European Commission indicates that benchlearning comes from "peer-to-peer exchanges among comparable public agencies on sophisticated indicators of impact, is a core activity in realising the European Commission’s targets for the information society… European Union member states can compare themselves with other member states and public agencies, share useful approaches and solutions to delivering electronic services in areas such as eHealth, eGovernment and eInclusion"

The Benchlearning´s value

Benchlearning is understood as a new way for improving in several and very different fields and its importance lies on the possibilities for organisations that realise they can learn one from each other, creating a positive long-term reationship where other organisations can also take advantage.
