Anne Dugan is the executive & artistic director of the Duluth Art Institute, and the founder and co-director of the Free Range Film Festival. Dugan holds a BA in Art History from Carleton College in Northfield, Minnesota, and a Master’s degree in Curatorial Studies from Columbia College in New York, New York. She was hired as the Duluth Art Institute Curator in 2012 and promoted to Executive & Artistic Director in 2014. Previously she served in the Education Department of the Walker Art Center (2002-2003), as the Education Director of the Duluth Art Institute (2003-2005), and as director of the Carleton County Historical Society (2006-2010). Dugan is a recipient of the Arts and Culture Initiative Award from the Depot Foundation and the Society of Promethean's Award from the University of Minnesota-Duluth. She was recognized by the Duluth News Tribune in the "20 Under 40" feature in 2007. She is an advocate of the value of regional art. She stated in a 2016 Duluth Budgeteer article: "We really accept the term regional when it's applied to the food system. We all buy local food. But for some reason, this term regional, when it's applied to arts and culture, it's sometimes patronizing. It's become my mission to reclaim that word and recognize that we don't want to cede our power. We need to be able to tell our own stories."
