Adjudication of the Bright and Morning Star versus Lucifer

As presented in The Urantia Book, in the case of Gabriel vs. Lucifer, Gabriel of Salvington pleads the annihilation of the archrebels involved in the Satania disarray against the rulership of Christ Michael of Nebadon.
Gabriel of Salvington, The Bright and Morning Star
The fourth section of Paper 33 of The Urantia Book, "Administration of the Local Universe," is devoted to Gabriel of Salvington, The Bright and Morning Star. “The Bright and Morning Star is the personalization of the first concept of identity and ideal of personality conceived by the Creator Son and his complement co-creator, the Infinite Spirit.” He is the highest spirit personality of a local universe, possessing the combined natures of the Creator Son and Creative Spirit excepting their creative prerogatives.
The Urantia Book describes Gabriel of Salvington as a being of unprecedented versatility and unimagined brilliance. They are unique in that only one such being of wisdom and majesty is created in each local universe. Sharing in his father's divinity and in the mother's creative imagination, the Bright and Morning Star’s thoughts and actions reflect and are representative of this combined nature. The Bright and Morning Star is also capable of a vast understanding of, and sympathetic contact with, the spiritual hosts and material evolutionary will creatures in their local universe.
Chief Executive of Nebadon
The Bright and Morning Star is the personal administrative representative of the Creator Son. So important is Gabriel of Salvington’s role that “aside from creation and life impartation the Son and the Spirit never confer upon important universe procedures without Gabriel’s presence.”
Gabriel of Salvington is the combined chief executive of super- and local universe rulers in the following way:
*Functions as chief officer of execution for superuniverse mandates relating to non-personal affairs in the local universe
*Involved in most matters of mass judgment and dispensational resurrections; these are adjudicated by the Ancients of Days but delegated to the Bright and Morning Star and his staff for execution
His arsenal of celestial hosts includes:
*a corps of administrative assistants, created especially for this work
*this corps was augmented by the creation of the Nebadon corps of Evening Star (UB 406, Paper 37 Personalities of the Local Universe)
*Gabriel may and can employ any and all orders of celestial beings functioning in the local universe of Nebadon
*commander in chief of “the armies of heaven,” the celestial hosts
Gabriel and his staff are administrators; their role is not to teach but to administer the affairs of the local universe in accordance with the will of their Creator Father, Christ Michael. “When a Michael Son is absent from his universe, its government is directed by the first-born native being, the Bright and Morning Star, the local universe chief executive.” This was the case during Christ Michael’s later bestowals; Gabriel of Salvington became the director of universe affairs with the assistance and liaison of the Union of Days. In service to the local universe and its affairs it is concluded that “as administrators, of whatever order or degree, you will come under the direction of Gabriel.”
The Urantia Book: on Governments and Adjudicative Roles
The Urantia Book, also known as the Urantia Papers or the Fifth Epochal Revelation, explains the governments of Orvonton (superuniverse) and Nebadon (local universe) as administrations that manifest patience, tolerance, understanding, and merciful sympathy in its native and resident personalities. Orvonton is known as the superuniverse of mercy. Nebadon’s Creator Son, Christ Michael, is known as the Creator Son of mercy. The Urantia Book upholds that the prime objective, on both a local universe and superuniverse level of administration, is to allow each personality the choice to accept universe values and commit to the doing of the will of the Universal Father, or God.
The presenters of Paper 112 in the The Urantia Book proudly claim: “We had rather assume the risk of a system rebellion than to court the hazard of depriving one struggling mortal from any evolutionary world of the eternal joy of pursuing the ascending career.”
Concerning the adjudication of personalities and universe matters only the “highest type of evolved spiritual mentality” is employed to function as jury and in judgment. “Adjudication is the highest function of any government, and those who are intrusted with verdict rendering should be chosen from the highest and most noble types of the most experienced and understanding individuals.”
The Adjudication of the Bright and Morning Star versus Lucifer
About two hundred thousand years ago, Urantia time, on the last day of the year, the Lucifer manifesto was proposed at the annual Satania gathering on the sea of glass in the presence of the hosts of Jerusem. In self-assertion Satan announced that “allegiance could be aknowledged only to the actual and present ruler, Lucifer, the “friend of men and angels” and the “God of liberty.” He boasted the “equality of mind” and “the brotherhood of intelligence.”
Concerning the administrative procedures already implemented in the local universe, the Lucifer manifesto contended:
*all government should be limited to the local planets, with voluntary confederation into the local systems
*disallowed all other external supervision
*Planetary Princes would rule their world as supreme executives
*denouncement of location of legislative activities on constellation headquarters
*denouncement of proceedings of judicial affairs on the universe capital
*instead the formerly mentioned functions of government should be concentrated and operated from the system capitals
*majorities rule
*infallibility of mind
Lucifer set up his own legislative assembly and organized his own tribunals under Satan’s jurisdiction and directed the princes on the apostate worlds to follow suit. Lucifer’s entire administrative cabinet went over in a body and they were all sworn into their self assigned offices publicly as the “officers of the administration of the new head of “the liberated worlds and systems.” And all this defiance against his superiors went unnoticed by them; he was given free hand to execute his nefarious plans.
Gabriel of Salvington was personally present during Lucifer’s proposals and the proceedings of the rebellion. He announced that in due time he would “speak for Michael, and that all beings would be left free and unmolested in their choice; that the “government of the Sons for the Father desired only that loyalty and devotion which was voluntary, wholehearted, and sophistry-proof.”
Present Status of the Lucifer Rebellion
Because Michael of Nebadon decided not to interfere in the outworking of the rebellion, Gabriel assumed command of all the loyal celestial hosts. Gabriel adopted the banner of Christ Michael, the material emblem of loyalty to the Trinity government of all creation: three azure blue concentric circles on a white background. Lucifer’s banner for his Declaration of Liberty was a red circle on a white background, with a solid black circle in the center. 37 worlds in the system of Satania enlisted under this banner and they along with the system in general were quarantined, had their circuitry severed from the rest of creation. These restrictions will not be lifted as long as Lucifer and the other archrebels are in Satania. This is one of the means Gabriel and his staff are using to contain the rebellion; it is part of the Adjudication of the Bright and Morning Star versus Lucifer.
In the case of Gabriel vs. Lucifer, Gabriel of Salvington pleads the annihilation of the archrebels involved in the Satania disarray against the rulership of Christ Michael of Nebadon. This adjudication also extends to the mortal and celestial personalities who participated in the Lucifer rebellion through the adoption of the doctrines found therein. Most of the higher personalities concerned in the Lucifer rebellion are currently inactive or detained in prison worlds. The 37 quarantined worlds of Satania await the successive phases of Gabriel’s adjudication whereby the personalities involved face the choice to align with Christ Michael and the Universal Father and participate in an interdependent rehabilitation process, or reject the mercy and ministry offered to come out of rebellion and face appropriate consequences and judgment.
