</ref> Palmer is also the founder of the Norton Cybersecurity Institute (NCI) program at Symantec. Palmer was born in the United States and earned both a law degree from Duquesne University and a Masters of Business Administration from the University of Hawaii. Palmer served as a U.S. Navy Judge Advocate General Prosecutor in Pearl Harbor, Hawaii from 2000-04. Palmer was selected to teach cybercrime prosecution to global U.S. military personnel as the first U.S. Navy member of the U.S. government Trial Counsel Assistance Program (TCAP). In 2009 Palmer was honored in Washington D.C. as a finalist for the Association of Corporate Counsel "Outstanding Counsel" Award. In 2010 Palmer left .ORG and was named Norton Lead Cybersecurity Advisor at Symantec. That same year, Palmer founded the Norton Cybersecurity Institute which provides funding and technical support to law enforcement on cybercrime cases.
