Haji Yasin Handuleh Wacays () was a Politician, religious scholar and the chairman of the British Somaliland Hizb'Allah party The independence movement in the Somaliland Protectorate in the 1950s gave rise to many secular and tribally based political parties, leaving the need for a conservative Islamic party. In 1956 Haji Yaasiin and other prominent Habr Yunis religious leaders founded Hizb'Allah (Party of Allah), the aim of the party they stated was to protect Islam and abolish tribalism. Brock Millman in British Somaliland: An Administrative History, 1920-1960 states : It was effectively a wadads' party dedicated to protecting Islam, and abolishing both tribalism and her in the interests of Islamic purity. While the party had a small membership, it was considered to have great staying power. Its presence in the bureaucracy was substantial, given the high Habr Yunis presence.
