The UTF-2000 character encoding project is an alternative for Unicode, first proposed in 1998.
UTF-2000 was proposed because of a controversy over Han unification, and aims to avoid the controversy and perceived problems with it. However, as of 2005, adoption of this proposed counter-standard is nearly non-existent. There has been little definitive standardization process or documents on UTF-2000 except for some conference presentations in 2000 and 2001.
