Universal Environmental Bill of Rights

The Universal Environmental Bill of Rights (UEBR) is a propositional framework being composed by members of ProudNation association in Switzerland. Build on the framework of the Human Rights Declaration, it proposes to re-actualise Arthur Cecil Pigou's Polluter Payer concept and to systemically impose control of pollution while leaving the liberal system virtually untouched, potentially freeing the individual from all tax on revenue or property. The Environmental Bill of Rights (EBR) is a piece of legislation enacted in Ontario, Canada in 1993 that allows citizens to help protect and restore the natural environment. The bill provides every resident with formal rights to play a more effective role. The EBR is upheld by the Environmental Commissioner of Ontario.
