Rodel Jayme

Rodel Jayme is a Filipino IT professional who gained national attention in the Philippines in 2019 for his alleged involvement in the dissemination of a controversial video series known as "Ang Totoong Narcolist." The videos implicated members of the Duterte administration and the Duterte family in alleged drug-related activities. Jayme was arrested in April 2019 by the National Bureau of Investigation (NBI) under charges related to cybercrime and inciting to sedition.
Early life and education
Jayme was born to Jioni Zabal Jayme and Maria Delia Larawan Hisona in Manila Philippines, and is the youngest, grew up in Parañaque and started school at the age of six.
Jayme completed his elementary education at San Agustin Elementary School, graduating in 2004. He pursued his secondary education at Moonwalk National High School, which was formerly known as Dr. Arcadio Santos National High School - Moonwalk Annex, and graduated in 2009.
Controversy and legal issues
In 2019, Jayme was accused of creating the website metrobalita.net, which was reportedly used to spread the "Ang Totoong Narcolist" videos. These videos featured a man named Peter Joemel Advincula, who initially claimed to be "Bikoy," a whistleblower alleging that the Duterte family and allies were involved in illegal drug activities.

The NBI arrested Jayme on April 30, 2019, and he was charged with inciting to sedition, a non-bailable offense in the Philippines. Authorities alleged that Jayme’s website was instrumental in the circulation of the videos, although Jayme claimed he was unaware of the deeper political motives behind the site’s content.
Jayme later cooperated with authorities and was offered to placed under witness protection but he refused, testifying that he was allegedly recruited by individuals linked to the opposition to help with the website setup. His testimony was used by the Department of Justice in filing charges against several opposition figures.

On January 22, 2024 Jayme was acquitted by Judge Noemi Balitaan Presiding Judge of Parañaque RTC Branch 258 due to the prosecution failed to establish the actual participation of Jayme to the crime charged.
Public reaction
The case sparked national debate over freedom of expression, cybercrime laws, and the use of online platforms for political propaganda. Human rights groups and free speech advocates expressed concern about the chilling effect of sedition charges on dissent and online activism.
Public Service
In 2020, Jayme was appointed as Barangay Captain Assistant in Barangay Moonwalk, located in Parañaque City. He served in this position until 2023, working under Hon. Roberto C. Alano, the then Barangay Captain. During his term, Jayme contributed to various community programs and local governance initiatives that aimed to improve public service delivery in the barangay.
