Rinku Singh Rahi (), is District Social Welfare Officer, in Muzaffarnagar India. He was shot with six bullets on 26th March, 2009 by local mafia at the behest of some corrupt officials of his department. He unearthened accounting discrepancies worth crores of Rupees (millions of dollars) to higher Uttar Pradesh government authorities. He survived the murderous attempt and is currently recuperating at Subharti Hospital in Meerut , India. The brave officer joins the list of illustrious whistleblowers in India such as Satyendra Dubey Early life Rinku was born on 20th May 1982 in a lower middle class family at Aligarh(U.P.). His father runs an Atta chakki (motorised floor mill). After elementary schooling from Aligarh, he went on to complete B. Tech. in Metallurgy from NIT, Jamshedpur in 2002. After clearing UPPCS Examination in 2004, he joined the current job on 26 November 2008 and was posted at Muzaffarnagar (U.P.) as his first posting. Background Every year, Muzaffarnagar welfare department distributes over Rs 40 crore to beneficiaries under various schemes. The inquiry team (constituted after the attacks) found discrepancies in almost all schemes. The report sent to the state government also hinted at involvement of local officials of the education department in the scholarship scheme. A PCS officer of 2004 batch, graduate of NIT Jamshedpur, Rahi opened a can of worms when he ordered an inquiry into the allocation of funds over the last five years soon after he was posted in Muzaffarnagar in November 2008. He found that under the old-age pension scheme, money was taken for 62,447 people but distributed only to 47,707. Each beneficiary is entitled to Rs 3,600 annually. There was no record of Rs 5.5 crore were distributed to 22,000 OBC students and Rs 11 crore to 9,000 students under the General category, all families. An inquiry constituted after the attack found that scholarships were given to students of 101 schools, of which there is no record available. There was no verification of people who are getting benefit of the elderly and widow pension schemes for the last five years. Money was distributed to people who did not have a daughter for their daughter's marriage. After the inquiry, an order had been passed to attach the property of prime accused Chaudhary, who amassed over Rs 7 crore in five years alone. One is saddened by the fact that alumni association has not actively pursued the case. The NIT Jamshedpur alumni is silent over the issue or they do not have any desire to be heard.
