Panuganti shalem raju is a dalit leader who belongs to the madiga sub community in Prakasam district, Andhra Pradesh and belongs to Cumbum mandal. He has been fighting for madiga community since 1990 and is a human rights activist. He led great movements in Cumbum mandal and Ardhaveedu mandal and Racherla mandal and b. peta mandal and in Giddalur, Komarole. He fought for lambadas in Peddakandukur village in that upper caste people attacked st community lambadas, and Bollupalli, where sc community attacked by upper castes. In all these he has supported the oppressed people. He is state vice president of Madiga reservation porata samithi. He led a movement for housing for dalits in Cumbum in that he did a fast unto death that changes scenario of dalit movement in west Prakasam where feudalistics remnants are still there and also he fought for 200 acres of assignment land distribution for dalits, and backward castes in Magutur village, Ardhaveedu mandal. He had fought for compensation of victims in accident case in dornala where dalit coolies died in search for employment. in which madiga simham manda krishna madiga participated. He fought for dalit land which was encroached by upper caste surpanch in racherla and he questioned the injustice in social welfare of dalits in various departments.
