Lew Owens is the Chief Executive Officer and a Director of ETSA Utilities. He was appointed to that position in 2005. He was previously the Chairperson of the Essential Services Commission of South Australia (Essential Services Commission of South Australia) with responsibility for regulating the South Australian electricity and gas industries, the Tarcoola-Darwin and intrastate railways, and the South Australian ports. The Commission also undertook regulatory work on the South Australian water industry. He was also an Associate Commissioner of the Australian Competition and Consumer Commission on energy matters. Mr Owens was the Chief Executive of Funds SA from 1996-99 and the WorkCover Corporation of South Australia from 1990-96. Mr Owens has worked in the mining, oil and gas industries in the private sector, and in planning, economic development, energy and regulatory areas within Government. Mr Owens is a Board Member of the South Australian Electricity Supply Industry Council. He is also an Inaugural Member of the State Heritage Council in SA and a Director of the Australian Council of National Trusts. He holds degrees in Chemical Engineering and Arts (Economics/Politics), and a Master of Science degree in Urban Studies. He is a member of the Australian Institute of Company Directors, the Australian Institute of Energy and the Royal Australian Institute of Public Administration.
