Johannes Xingan Li (born 1967) is Associate Professor of International Law at Tallinn University, School of Governance, Law and Society. He holds Doctor of Laws (2008) from University of Turku and Doctor of Philosophy in computer sciences (2014) from University of Tampere. He obtained Master of Laws from China University of Political Science and Law in 1994 and Bachelor of Laws from Inner Mongolia University in 1989. Informed Rationality Li (2006, 2015) proposed the concept of informed rationality based on Weberian rationality model, applying Weberian two-dimensional coordinate system composed of “formality” and “rationality” and expanding it into a three-dimensional model by distinguishing “informability” and “uninformability”. The relationship between internal and external control over the cyberspace order, as well as the infeasibility of the idea of computerized justice system were also taken into account. Cybercrime and Deterrence Li (2008) applied the routine-activity theory and the social disorganization theory to explore the conceived challenges created by the development of an information technology confronting the traditional social-control system. Data Mining in the Study of Criminal Phenomena Li (2014) applied data mining methods in the study of crime based on international data sources. Conclusion was drawn that the SOM can be a satisfactory candidate for the macroscopic study of crime, through processing multidimensional data. Incorporating other methods to improve variable selection and classification validation, the results generated by the SOM can provide broad potential for criminological and sociological exploration into social phenomena.
