The Freedom of Power Treaty is a fictional treaty in the DC Comics Universe. Charter history The Coalition The Freedom of Power Treaty appears to have been written during 52 in the wake of Infinite Crisis. The specifics and structure have not been detailed, but it appears to place limits on the activities of superhumans outside their nation of origin. The signatories agree to form a coalition for cooperation in enforcement. The first members are Kahndaq, North Korea, Myanmar, and, later, China. The Chinese government has formed a superteam called the Great Ten in the intervening year, and is currently working on a supersoldier program. The Great Ten and Black Adam are prominent representatives of the Coalition. Early in the 52 timeframe, Black Adam states that negotiations have begun which will include Iran, Pakistan, Uzbekistan, and Russia in the treaty. The first detailed post-treaty confrontation was in China airspace, between The Great Ten and Black Adam and Green Lanterns John Stewart, Hal Jordan and the Rocket Reds. The Green Lanterns were in pursuit of Evil Star, but were soon intercepted by The Great Ten. After the ensuing battle, Black Adam arrived as backup and ordered the Lanterns to leave. The Rocket Reds soon appeared and offered the Lanterns safe passage through Russian airspace, though Adam noted that Russia would soon be joining the coalition. Later, at a summit in Black Adam's palace in Kahndaq, heroes and villains from several other countries — including the August General in Iron from China, a Rocket Red from Russia, Sonar of Modora, Copperhead from India, Cascade of Indonesia, Lady Zand of Zandia, and a new Ibis the Invincible from Egypt — gathered to speak on the treaty. Several weeks later, thanks to Isis's calming influence, Adam has changed his views of the treaty. Black Adam, Isis and Osiris travel to the countries that signed up to the treaty to inform them that Kahndaq will no longer be executing metahuman criminals, although Adam still believes in limiting the activities of metahumans outside their country of origin. One Year Later One Year after the events of Infinite Crisis, the treaty is still in full effect. Having broken the treaty numerous times, Hal Jordan is considered a criminal by most of the world (however, only in his Green Lantern identity, and military officials who know of his secret identity have taken no steps against his actions). Only the Rocket Reds, Green Lantern Hal Jordan, and the Outsiders have been confirmed to be affected by it . The Outsiders are operating illegally and the organization is underground with all current members (excluding Nightwing and now Batman) presumed dead.
