Dr Repally Shiva Praveen Kumar

Dr. Repalle Shiva Praveen Kumar is an officer of Indian Police Service. He was born in 1967 in Alampur, Mahabubnagar district, Telangana, India. His parents are Smt. Premamma and Sri. B.R.Savaranna of Mahaboobnagar district of Telangana. He is married and the couple have a son and a daughter. He is currently working as the Secretary of Telangana Social Welfare Residential Schools and Tribal Welfare Residential Educational Institutions Society of Government of Telangana, which gives free quality education to thousands of most marginalised children, Dalits, and Adivasis. He is the founder member of SWAEROES International
Early Life and Education
Dr. Praveen Kumar completed school education in a Government Schools in Achampet and Alampur, Mahabubnagar District. Later his parents admitted him into a Social Welfare Hostel, Kurnool town while he was pursuing his Intermediate (10+2) certificates from the Kurnool Government high school and junior college respectively. He obtained Bachelor of Veterinary Science (BVSc - 1984-1990) and Master of Veterinary Science (MVSc - 1990-1992) degrees from the erstwhile AP Agricultural University, Rajendranagar, Hyderabad. Later, during his career in the Indian Police Service, he earned Master’s degree in Public Administration from the prestigious Kennedy School of Government, Harvard University, USA in 2012. Dr Praveen is one among very few police officers from India who got selected as a fellow for prestigious Edward S Mason programme in Harvard University
Police career
Dr Praveen Kumar joined Indian Police Service (IPS) in 1995 and was allotted to the erstwhile Andhra Pradesh state cadre. After bifurcation of Andhra Pradesh, he was allocated to the Telangana state cadre. In a career spanning 21 years, he held several important assignments with utmost sensitivity, prudence, and exemplary courage. He is widely known as the Superintendent of Police who won the hearts and minds of people through people-friendly policing and mainstreaming of hundreds of armed insurgents in Karimnagar district, which is the cradle of Maoist revolution in the country. During his tenure, people of Karimnagar took oath under the infamous ‘Huzurabad Declaration” that they will not allow armed insurgents to enter their villages. He designed ‘Stay in Our Villages Campaign’ to motivate the government employees to stay in rural areas to serve the people better. The campaign came to be known as ‘Karimnagar Model’ which made a major positive impact on the government employees across the state. He won the support of the government and made serious efforts to distribute the land to landless families in Karimnagar district.
He received prestigious Police Medal for Gallantry and President’s Police Medal for meritorious service, and Internal Security Medal from the Union Home Ministry, Government of India. He also got United Nations Police Medal for his service as civilian Police Officer and War Crimes Investigator in United Nations Mission in Kosovo.
One of the highlights of his career was that he served as war crimes investigator, United Nations Mission in Kosovo, 2005-2006. In the state of Andhra Pradesh and Telangana, as the Secretary of the Social Welfare Educational Institutions Society, Dr Praveen is well known for influencing the lakhs of needy and deprived children studying in state-run Social Welfare and Tribal Welfare Residential Schools and hostels.

Transformation of Social Welfare Residential Schools
Dr Praveen Kumar breathed new life into Social Welfare Residential Schools by introducing P5 Model. In this model, he added several innovative and path breaking programmes like E-Plus Clubs, Voice for Girls, Horse riding, film making, music, dance, water sports, mountaineering, Ignitor, W Plus Clubs, Impact, etc., for holistic development of the children. He played an indispensable role in transforming the lives of deprived children and under his leadership many students got admission into prestigious IITs, medical colleges, central universities, CCIP, USA.
