A cluster-funk is a word used to describe a situation of complete, or near-complete chaos and disorder, especially when that chaos and disorder is being caused by the very person or people in authority who are trying to keep or make order.
Cluster-funk is a common U.S. military term, in heavy usage since the 1960's, and perhaps well before that time. However in the military, particularly in the U.S. Marine Corps, the n is traditionally replaced by a c, or, less commonly, is left out completely.
There is no other word in the English language that can substituted to describe a good cluster-funk. This term is also in common usage in U.S. law enforcement circles.
