Boyd graves

Introduction
Boyd Ed Graves is a lawyer who claims the United States intentionally created and distributed the HIV virus. Boyd claims that the United States created the "Special Virus Program" to develop a virus to specifically target minorities. Graves received his commission from the U.S. Naval Academy in 1975 and receive his Juris Doctorate from Ohio Northern University College of Law in Ada, Ohio in 1993. Graves is affiliated with research by Common Cause.
Special Virus Program
Boyd Graves claims that the United States Special Virus Program, presumably part of the Biological Warfare Laboratories at Fort Detrick's United States Army Medical Research Institute of Infectious Diseases, aimed to synthesize a disease that was capable of weakening the immune systems of minorities. Graves also asserts that the virus was then placed in the Smallpox vaccine and distributed to Africa, with the knowledge of African heads-of-state. Graves also claims the disease was complemented to the Hepatitis B vaccine which was distributed to 1,043 homosexual men recruited by the federal government for the testing of the experimental Hepatitis B vaccine.
The Timeline
Graves considers his most comdemning evidence to be a timeline from the US Special Virus Program pointing to the creation of a virus to weaken a victims' immune system.
Call for a Cure
Graves claims that [http://patft.uspto.gov/netacgi/nph-Parser?Sect1PTO2&Sect2HITOFF&p1&u%2Fnetahtml%2FPTO%2Fsearch-adv.htm&r1&fG&l50&dPTXT&S15676977.PN.&OSPN/5676977&RS=PN/5676977 Patent #56769777] holds a cure for HIV/AIDS that has been hidden by the government. Graves calls for the government to begin clinical trials immediately. This patent, filed in 1994, appears to be science fiction, claiming the crystal lattice structure of tetrasilver tetroxide is capable of binding HIV.
Letter to Obama
Graves wrote a letter to Obama requesting an apology on behalf of the United States for the hidden virus program.
Cashing In
Graves published a book on the origin of HIV in 2001. Graves also charges for a legible version of his timeline to be downloaded from his website.
