This term could be considered similar to the concept of race neutrality in speach, except that it used to describe a movement within the media, particularly with the writers and producers of children's television shows (cartoons). The characters featured in these shows appear to be racially unidentifiable. For example if you had witnessed one of these "characters" commit an armed robbery at a bank and you were subsequently asked by the police to identify the race of the individual, you would be unable to do so because the character was andro-ethnic. And therefore it is literally impossible to categorize their race.
In reality we are unlikely to find an andro-eithnic human being.
