Allegations on corruption scandals involving Joko Widodo

Allegations on corruption scandals involving Indonesian president Joko Widodo mainly focused on corruption charges when he was mayor of Surakarta and Governor of Jakarta. Several programs with financial misnagement are found by BPK (Indonesian Financial Audit Body) between 2005 and 2013 through the annual government report audit. The programs including education fund, procurement manipulation, and other Illegal actions against the regulations.
BPMKS (educational fund) data duplication scandal and Transjakarta bus procurement as Widodo program are the two notable lawsuits that have been filed by several groups to the KPK (Indonesian Corruption Eradicator Institution) and Kejaksaan Agung (Indonesian Supreme Court), yet the lawsuits are term inated without any further investigation and he is still never enforced as the witness or suspect in the court to testify about the allegations while the reporting groups and suspects gave testimonies that he should be also responsible to the corruptions found on his own programs.
BPK reports
The corruption allegations were supported by the problematic financial government reports status, as WDP or "wajar dengan pengecualian" (accountable with exception) after BPK (Indonesian Financial Audit Body) found various financial maladministrations.
BPMKS and KJP scandal
BPMKS (Sukarta educational fund) program since 2010 is one of the major corruption case was filed by 'Team S3' group to KPK in August 2012. They reported the maladministration of the program according to the IT consultant testimony that the names of fund recipients were duplicated from 65.000 to 110.000 students that mark-up the fund allocation almost twice from original cost which causing loss of billions rupiah of state fund, they also planned to bring ten witnesses who knew about the data manipulation and financial mismanagement, but there was no significant progress to the case (which likely abandoned) after they reported it twice to KPK. In October 2014, KPK terminated the case before trial investigation.
The simillar issue was also found in "Kartu Jakarta Pintar" (Jakarta educational fund for Smart Card) program because name duplication of fund recipients made the allocation mark-up and liable for corruption or financial maladministration.
Transjakarta procurement scandal
In March 2014, a number of Betawi mass groups held a demonstration in front of KPK office that the governor should be responsible for the Transjakarta corruption case causing loss of billions rupiah of state fund, instead of leave the position for presidential election. The Transjakarta procurement program itself is Widodo-Ahok program, which costs more than one trillion rupiahs, was corrupted . Several officers of Jakarta Transportation Department were arrested as the suspects of the scandal, including Udar Pristono as the head Jakarta Transportation Department was also arrested but he defended his innocence that he only helped the program of the governor under his supervision and the governor had never blamed him for this mismanagement and asked the help of the governor as his relieving witness in the scandal. Even there were pressures to investigate the governor involvement in the project, but the investigation progress was uncertain for months, while Supreme Court refused to present Widodo as the witness for Pristono in the court.
Leaked wiretap transcript
After the report to the Supreme Court, a leaked transcript phonecall between PDIP (Widodo's party) chief Megawati Soekarnoputri and Attorney General Basrief Arief was spread to the public. The transcript itself is allegedly related to the Widodo involvement in the Transjakarta scandal.
Other corruption allegations
During his mayoral administrations, Widodo had been also reported also in a number corruption cases, such as KONI fund, social fund, Hotel permit scandals to Kejari Surakarta (Surakarta District Court) and Kejati Jawa Tengah (Central Java High Court), but all these investigations are aborted and none of them was proceeded into trial even though there are witnesses to support the mismanagement allegations against him.
During 2017 Jakarta gubernatorial election, Sylviana Murni as deputy governor candidate was called to the police for indication of corruption in a 2013-2014 scout donation fund when she was Ketua Kwarda Pramuka (Scouting Comitee Head) in Government of Jakarta. She later mentioned that the fund allocation is also involved with Widodo as his leader in the government bureaucracy at that time. However, the police expressed unwillingness to send for Widodo to clarify the Sylviana Murni's accusation.
