Lokpal bill drafting committee is the most important factor that will decide the contents of the draft bill and effectiveness in long term. Activists are demanding that Anna Hazare should head the joint committee. The Union government is of the view that new Lokpal Bill panel will have equal representation from civil society, but it will remain an informal committee. Head of Committee Hazare's supporters also want Hazare to head this panel that will redraft the present Lokpal Bill but the government wants Finance Minister Pranab Mukherjee to be its head. Hazare expressed his lack of interest in becoming the chairman. Instead he proposes Justice J. S. Verma or Justice N. Santosh Hegde to the post. Deadlock The solve the deadlock the government opened a channel of communication with the fasting Hazare by appointing Union Minister Kapil Sibal to negotiate with the agitators. Arvind Kejriwal said differences remained over formal notification of a joint committee and on who would chair the committee.
